Jiraiya frowned. Looks like he wouldn't be able to reunite with the team soon, but at least he found a lead the others likely wouldn't. Before the man had turned the corner, Jiraiya had quickly summoned a small toad that would relay a message to the others why he wasn't there. With his guilty conscious now clear, he followed the man, reapplying his disguise in the process.
Was there anything you wanted to ask the man?

1. Do you know who specifically killed Hanzo? 2. How is the rebellion in general going? 3. How exactly was Hanzo killed? Was there a specific ninjutsu technique involved? 4. Have you heard of anyone in this country that uses a sealless jutsu that pushes people away, that can transform into paper origami and split herself into hundreds of paper pieces, that can pull out masks connected by tentacles out of his body, that carries a huge sword wrapped in bandages and himself resembles a shark? 5. See anyone with a black cloak with red clouds on it?

It might seem like Im giving away too much info in my questions, but the fact of the matter is this guy has seen the true Jiraiya and that info given is worse thing we can give away for being undercover in this operation.

Jiraiya considered asking some questions, but decided to save them until he was face to face with Raizo himself. He followed the man through several alleys until he stopped in front of a back door to a destitute building. He took out a key from his coat and unlocked it. The building inside was abandoned, but not for too long. He walked to a floor door and took out something else from his pocket, but Jiraiya couldn't tell what it was from this angle. The door opened, and the two of them descended into a tunnel that eventually led to a well-lit establishment that resembled a very large tavern and inn combo.
"Nice place," Jiraiya said with a whistle.
"The funny thing is that this used to be a former Akatsuki hideout," the man said. They had walked into enough of the room that some of the other loyalists in the area looked oddly at the new arrival.
"Did you say Akatsuki?" Jiraiya asked with minor urgency.
"They were the rebel force against Hanzo's regime," the man said.
"Who have we here, Konyo?" an older man asked as he stood up and walked towards the two. He had aged considerably since they had last met, with his former blond hair now an ashen gray, but Jiraiya could never forget one of the Five Salamanders.
Seeing that Konyo would reveal who you were regardless, you dropped your disguise once more.
"Well, I'll be damned..." Raizo said with a grin.
"You have a lot of things to fill me in on..." Jiraiya said.
What will you ask him?

Jiraiya now knows Hanzo lost to Akatsuki and Akatsuki almost certainly rules here now as a result. And the whole point of this mission is to confirm Ame is Akatsuki's base. Is he of the mindset that him and his team can leave Ame now?

May we speak somewhere private? Tell me something only you'd know. How long has Akatsuki been in power? How did Hanzo kick it? Any details on Pain or other Akatsuki members? Where is the main stronghold of Akatsuki? Do you know what their goals are? Are you aware of any happenings outside of the wall? Who in here is a traitorous spy reporting for the enemy?
These in almost any order.

"May we speak somewhere private?" Jiraiya asked.
"I think you need to slow down. It's been over two decades since we last saw each other. What the hell are you doing in the Rain? Why did you seek me out?" Raizo asked.
"Tell me something only you would know, and maybe I'll talk," Jiraiya said with a stern glare.
Raizo formed a seal and his body briefly turned into electrical chakra before reforming itself closer to Jiraiya. "You know anyone else that can use my thunderbolt technique?"
"I'm here on a top secret mission, Raizo. I believe you have information that can help me out a lot."
"Why would I reveal anything to you?"
"Our goals are aligned. You're fighting against Akatsuki, right?"
"How do you know that? I figured news stayed locked behind this wall..." Raizo said with a suspicious look.
"They've been attacking the other shinobi villages. How long have they been in power?"
Raizo's body language began to relax. "Around a decade, give or take a few years. I can't be bothered to keep track," he admitted.
"And Hanzo is dead? How did he die?"
"One of Akatsuki's top dogs went insane after Hanzo killed their leader. Tracked down every damn person he personally knew and systematically murdered them before coming for him."
"Yet you're alive?"
"I was spared for telling him where Hanzo was. He was a dead man walking... but Pain's vengeance clouded his judgment when he spared me. Now I continue Hanzo's fight from the shadows."
"So you're aware of Pain, then? What about their other members?"
"I have a feeling if they're terrorizing your villages, then they'd only send their best. We've heard rumors about the elite shinobi in their ranks, but we only know of Pain and Konan."
"I see..." Jiraiya said lowly as he looked at the ground, downtrodden. "So where is Akatsuki's stronghold?" he asked, looking back up at Raizo.
"Amegakure is under full control of Akatsuki. The true government has been put into hiding in the various outskirts of the country."
Jiraiya slightly smirked. Looks like he hit the jackpot. Now he just had to reunite with the team and they could get out here, no muss no fuss.
"Do you know their goals? Are you aware of any happenings outside of the wall?"
"Afraid not. The walls are under their control. They keep information locked up tight. I don't know why they would be attacking the other shinobi nations."
"They want the jinchuuriki. Or rather, the tailed beasts inside of them."
Raizo said nothing, but his glowered at this revelation.
"Now, who in here is a traitorous spy reporting for the enemy?" Jiraiya asked, glancing around the room at the other seedy characters present.
"You can relax, Jiraiya. Only our forces know how to get into our hideouts," Raizo said reassuringly. That assurance quickly faded when he visibly pailed and his eyes widened.
He shoved Jiraiya out of the way and walked towards what he saw. "Son of a bitch, Konyo! Didn't you check to see if you were being tailed?"
Everyone in the room stood from their seats and began making a commotion. "I-I didn't see anything! I swear!"
Jiraiya then saw that they were all trying to get what appeared to be a butterfly making its way towards the exit of the room, but it was an origami butterfly.
Konan... Jiraiya thought bitterly. If those two were the only Akatsuki members the resistance was aware of, then it was likely that she was acting as a kind of enforcer to Nagato.
What will you do?

Toad mouth bind to leave the butterfly no possible way to escape. Though it's not going to do much good if she is automatically able to see what it saw instead of needing it to return to her and reattach.

Mizu's + telling the butterfly, "Tell him that he needs to see the path we're going down and realize where it leads. Remember where it leads."

I think we should just henge into someone else and get out of the base. Then tell everyone else to abandon base. Maybe we can lose konan with all these people scattering.

I don't think we need to lose her. I think we need to use her. Nagato knows, so let's try to get him having some kind of doubt about his plan and jnj him without him dying.

The butterfly was well on its way to the exit of the room. Raizo could have caught it with his thunderbolt technique, but he did not use it likely because of all the people in the way. That meant it was up to Jiraiya, who had already devised a plan to capture the butterfly: by letting it go.
As it left the room, Jiraiya quickly body flickered past the others, making a summoning hand seal in the process. He entered the room and summoned the mouth of a large toad around him, trapping the butterfly inside with no means of escape.
"I know it's you, Konan. I also know that Nagato is behind Akatsuki, Tell im he needs to see the path he's going down and realize where it leads. Remember where it leads," Jiraiya said.
The butterfly flew towards Jiraiya, and he cautiously eyed it as it unfolded itself. Small creases began to be made on the paper in the shape of letters. A message.
I see the other four. He already knows. Perhaps you can tell him yourself.
A sinking feeling formed in Jiraiya's stomach. Damn it! How was she able to identify them? What even tipped her off to get here!?
Apparently she could see the anxiety on Jiraiya's face, because the paper crinkled as the message changed.
It was an admirable attempt to sneak in, but there are more checkpoints for merchants. A mistake an outsider would make.
This was not good! Jiraiya ignored Konan's mocks as he realized that it was likely that Pain would show up, being Nagato's enforcers somehow.
What will you do?

This was a stealth mission. It is over. We are running.

Konan was already aware of their presence, so it was pointless to keep this scrap of paper imprisoned. Jiraiya unsummoned the toad and turned around to face a bewildered Raizo and his men.
"Raizo, are there any weak points on the way out of the country? We're all in trouble, and my team needs to get out now," Jiraiya said with urgency.
"Damn it all..." Raizo growled as he ran both hands through his hair. "It's not getting out that's the problem. You know damn well as the rest of us what the problem is now."
"Then let's hurry and take action! The longer we wait, the more likely he'll get to us!" Jiraiya urged. Raizo sighed as he formed a seal and sent a blast of lightning that crashed through the roof of their now-defunct hideout. You all body flickered up to street level admist some confused civilians.
How will you find the rest of your team?
