Training is important to an extent. The eventual metagame will be equally so.
You could circumvent long training sessions but depending on how far you go, things might scale up at the same time. Or even scale past you.

"It's been nice meeting you, Temari. We'll see you later."
"Yeah...stay out of trouble."
You nod and gently lead Cadence away, who is still shaking.
"Hey...he's gone."
"M-maybe for now...what'll we do if..."
"Relax. I won't let anything happen to you. Do you hear me?" You squeeze her hand reassuringly, and she finally nods.
"I'll protect you for as long as I have to."
"Thank you..."
"Nothing to thank me for," you say with a smile. "We're friends, right?"
"Right."

After heading to the inn, the two of your promptly fall asleep. The next morning seems to come way too quickly, so you curl up and sleep for a few more hours before finally rolling out of bed.
A skirt and tanktop did the trick for your clothing, along with a nice blue scarf that looked really cool, especially if a breeze blew it sideways a little.
Cadence left a note saying that she'd be down at the hot springs for a while. Funny how those seemed to be everywhere...
You take to the streets and notice a few things happening. One is some guy yelling about things for the local Shinobi Academy. It almost sounded like he was just recruiting newbies, but something catches your ear for some reason. A good opportunity, perhaps?
There's also a large circle of people nearby, yelling and shouting about something. Sounded very much like a street fight, and if you knew anything about those, they were a quick way to make a buck as well as get some practice in. Moreso if the guys were mooks like you assumed.
Last two things were an interesting looking shop, and a strange guy leaned against a building. At least, he looked strange. He was just casual and his dark skin told you that he wasn't from anywhere around here. At first glance he seemed to be from Cloud Country, but thinking about it...

"Look at you guys. You're all so weak that it's a joke."
It's been ten minutes, and a boring ten minutes at that. Thinking you could have a decent round of fighting, you decide to take part in the tourney going on and put down a bunch of money on yourself. It wasn't even that you were exceedingly quick - you were just somehow better than these jokers could hope to be.
A bunch of them had been taken out, and the money had piled up in your corner. A new challenger appears, some huge buff guy with a sledgehammer in his hands. He narrows his eyes at you.
"So, you're the little girl who's been causing trouble."
"That's right," you say. "Do you have a complaint, perhaps?"
"Yeah. Get out of here before you get hurt."
"And pass up on my winnings? I don't think so, mister. You'll have to beat me fair and square."
"Fair I can do. Square...no."
He brandishes his hammer. "I'm gonna flatten you like a rice cake instead."
You beckon him closer as you take up your position. "Come on and try it, then."
Murmurs start to rise from the crowd, talking about this "Hammer Joe" that was in front of you. He charges - damn, he's quick for his size, too.
You roll out of the way as he brings his hammer down. Best not to underestimate his speed, or his power. And since they said that anything went, you had a few tricks up your sleeve...

Current Chakra = (stamina x 100)/2 Current chakra = 300/300 pt. = (6 x 100)/2
Jutsu 1: Water Bullets. Spits a high speed barrage of spiked water bullets. Low chakra cost. (3 per barrage)
Jutsu 2: Water Tornado. Creates a swirling wall of water around the user, and with further chakra, is capable of moving towards the opponent as a tornado. Filler Tobirama technique. Medium chakra cost. (6 per tornado)
Jutsu 3: Water Dragon. Zabuza's technique. High chakra cost. (20 per dragon)
(chakra costs are down because of seal and ninjutsu stats)

Battle stuff
- you won't lose chakra for certain special actions
- right now you have basically running, jumping, and dodging, etc. No high speed movement, no clone arts, no substitution. You're a civilian with ninjutsu at the moment, basically.
- I'll add more stuff as we go along but basically that's it

Why multiply our stamina by 100 if you're going to halve it instead of just multiplying by 50?
Guess I'll give plan formation a try:
Open a gap between us and Joe using Water Bullets aimed at his legs to slow him down and Water Tornado if he's too persistent. Once we have a sufficient gap, use Water Dragon. If he seems to still be relatively okay after that, use another before he can properly recover. Repeat until he's weakened, then use Water Bullets until he's subdued.

Serves a purpose for later on.
---
"Come at me, bro."
You swiftly dodge his hammer as it comes down, skipping backwards while making handseals. Inhaling sharply, you spit out a barrage of water bullets at his legs, hitting them straight on and causing him to stumble.
He quickly uses his hammer to regain his balance, lunging for a wide strike that misses. The gap between you opens up and you use your Water Tornado technique as you come to a stop. You're forced to duck as the hammer's head slices through part of the whirling wall of water, and fire several more bullets at him while stepping out of the tornado.
Not a moment later, he bashes though the Water Tornado and spots you before giving chase. He makes several near-misses with his weapon, tanking through enough of your attacks that your strategy isn't working very well. Either you needed to use something with more kick or...
You decide to go with the Water Dragon jutsu, your hands moving in a blur of seals before the attack slams into your opponent from seemingly nowhere. He seemingly disappears in a torrent of water, but somehow he's still standing, though visibly weakened.
"Dodge this!"
He swings the hammer around above his head before tossing it, the spinning weapon rushing towards you. There were several options from where you stood, but something told you to be careful nonetheless.

A) Use Water Dragon on the hammer, causing it to be knocked aside, then go on the offensive against Hammer Joe by using Water Bullets and if need be, Water Dragons. And make sure he doesn't get close to his hammer.

And make sure he doesn't get close to his hammer. Sounds good, but a couple addendum: If we don't have time to use Water Dragon, use Water Tornado and duck. If we do, pause after using it and be prepared to duck and use Water Tornado if the dragon doesn't stop the hammer. In both cases, set Water Tornado to spin in the opposite direction the hammer is spinning in. Just a bit concerned that there may be some sort of trick in this move.

Sorry for neglecting this so much. Life's been kicking me in the nuts lately.
---
Your hands blur as you string together seals for a jutsu. Taking a step backwards, you finish your Water Dragon jutsu in time and fire it at the hammer, sending it flying high into the air.
Joe moves quickly through the mist that's formed, throwing a solid right cross into your jaw. You stumble back, smiling even though the shot really smarts.
"Good one. Too bad you forgot a detail..."
He blinks in surprise as you form seals with one hand, creating a vortex of water beneath him. The Water Tornado spins him around and throws him briefly into the air.
With your other hand, you form a flurry of seals and call down a Water Dragon in time with the falling hammer. They both slam into Joe and crack the street below.
The big man...somehow gets up? Again?
"Y-you...little..."
He's tough, but that hit to the head probably did enough damage for this fight. He struggles to keep his balance even as he charges you again, this time running and taking a jump into the air, his hammer held high above his head.
A desperation move, huh? Too bad, all you needed was one good strike and it was over for him.
He sails downwards, ready to finish you off. Obviously, you have other plans.

A. Water bullets to his kidney. His hammer is held up, it's mid/close range, and he hasn't seen our (fast) water bullet jutsu to know to block.
Hope things get better for you, Forte.

Try and dodge this one...
You breathe in quickly before spitting out several water bullets at high speed, hitting him in the kidney areas and causing him to lose his grip on the hammer.
It falls behind you as he comes down, and you form another quick set of handseals as he falls towards you.
"Here's one for the road!" You combine a weak uppercut with a Water Dragon, hitting him hard in the chin and knocking him out. He hits the ground with a thud, unmoving.
"That's that. Didn't have to do too much there..."
Hopefully there's nobody else like him, though. That was a bit trickier than I expected out here.
You can feel a pair of eyes staring at you in the distance. Standing on a nearby rooftop was the boy from earlier...
"Gaara..."
You can feel yourself tense up even as he walks away. He was serious business, no doubt about it.
"..."
Another round of fighting was set to begin after they dragged Hammer Joe out of the makeshift arena.
