"-help people!" You shout, running out the door after grabbing your slate.
"Chief, that's unreas-"
"Deneb, our duty is to protect the people!" You scold in haste, giving him a glare. "Don't forget that..." You add in a hushed voice.
"...Alright", he complies, still sounding resistive.
"First we're going to evacuate this building and get people to the safety bunkers on the third sub level. " The bunkers were designed for worst case scenario storms, hurricanes, or typhoons, but they would be a safe place for people in case of other dangers as well.
"Wait, the military is going to be evacuating people."
"How do you kn-"
"While I was headed to work yesterday, I saw several carrier-type starships coming in to the airport."
"Are you sure those weren't from the first arrival of refugees?"
"Yea, there were a lot more around this time. They were expecting something like this."
"You mean...an attack from the Federation?"
Alarmingly you hear the feel the building rumble and shake violently, almost knocking you to the ground but you manage to keep your footing. "What was that!" You shout, listening to the strange screech echoing through the halls.
"I think this place just got hit..." Waving you over he runs to the lift, pressing the holopad several times, only to have the red emergency light come up on the entire screen.
"It's no-"
"AAAHHHH" The sounds of several people screaming passes by in just a moment, the screams of the lift tailing them by just a split second.
Impulsively you run to the lift doors and try to open them up, trying to split them apart at the middle. With your muscles tightening and tensing up you only barely begin to open it up, "Those people!"
Pushing you aside Deneb nearly knocks you down to the side and jams his bare hands through the doors, ripping both of them out and pulling them out into the hall. Stretching his legs to each side and grabbing hold of the top of door frame he reaches into the elevator shaft with his free hand. Before long the piercing squeal of grinding metal enters your ears. "Get everyone on this floor!" He shouts, just barely above the stomach-turning wail of whatever he was doing.
Agreeing you go from door to door, gathering your 13 or so neighbors and leading them to the stairwell. "Wait" you shout, holding for Deneb to come round the corridor corner with 7 more people following him. His hand was literally smoking, blackened from what he just performed bare handed, how was that even possible?
"Deneb...Are you..."
"I'm fine Chief", he assuages in a relaxed tone, "We need to evacuate this building right? There's a intercom panel over on the other side. We could try to hack it."
A. Hack the intercom B. Go downstairs and find the manager, get her to use the central com to order everyone to evacuate (via stairs) C. Go floor by floor and start a grassroots movement to get the building evacuated. (It's 40 stories, you're on floor 8) D. Free choice

A) Go to the sublevel bunker B) Go to the airport and see if the military is going to evacuate them.

A - If this building collapses, would the bunker keep the people alive? I don't know... I seriously doubt it. B - Just as dangerous. There still is a substantial amount of rain that seems harmful and difficult to navigate through. And if there is an attack going on outside, wouldn't they be in harm's way? Plus... we don't know for sure if the military is evacuating or not.

"Everyone, go downstairs and get to the bunker in sub level 3", you command the panicked crowd, "There's a hatch on sublevel 1 that leads down there, try to take anyone you find on the way down with you."
Watching the people start going down the stairs with words of thanks or doubt you run over to the other side of the hall, reaching the intercom panel and interfacing with it. Hacking it was easy, it was an older model, maybe 10 or so years old and as such its security was subpar. "Everyone!" You announce to the residents of the building.
"Go the airport!" What?
"Please evacuate and go to the airport, the military is evacuating the city!" It was coming from outside...
"It's the military", Deneb confirms, looking out the hallway window right next to you. "Looks like they're gathering a bunch of people."
"Do you think we should tell people to go with them?"
"Honestly..." He turns to you.
"It's suspicious isn't it?"
"..."
"RIght?" You ask, wanting Deneb to confirm it.
"Yeah... It is."
"Don't listen to their announcement! Everyone head to the bunker on sublevel 3, there's an entrance on sublevel 1. Everyone head there right away! Ignore the announcement outside and head to the bunker!" You think for a moment... Better assert your authority right? "This is Lieutenant A-" With the shocking crash so close to your ears, you feel the ground beneath you crumble away, your footing slipping as you try to find something solid. "Shit!"
With chunks and pieces of synthetic construct falling with you, you take a few hits from the adjacent debris to your limbs, pulling you down even further. "CHIEF!!!!" You can hear Deneb's voice getting further and further away. A fall from the 8th story?
No... Whipping out your vibro knife you stab it into the glistening, soaking outer wall of the building, stopping you short in your fall. Along with the lashing rain and the violent gale and the screams and shouts of people below, you take a rather large chunk of debris to your forehead. "Augh! Fu- DAMMIT!" You shout in frustration and pain.
"Chief! Hold on!" You look up to see Deneb jumping down, much to your disbelief.
"No! You idiot! What are you doing!"
"Let go!" He says. With no time to spare you pull out your knife and fall, somehow into his arms.
Crashing to the ground the two of you seemingly land on top of the debris that fell before you, perfectly safe to your surprise.
"You idiot", you cuttingly remark, stepping down and looking below you to see pools of blood beneath the debris. In a silent gloom you take a deep breath and breath out.. Why...
"Chief."
"Chief" You weren't listening too closely.
"Chief!" Deneb takes hold of your shoulder, shaking you. "Let's go."
"What?"
"Let's go inside."
A. Go inside and get to the bunker B. Go the police station C. Tell the flocking crowd in the street not to follow the military and instead go to their bunkers D. Call Joseph and maybe go to him E. Free choice

A vote, according to Cactusu in the chat, is a timeskip option. Also, I'd rather not open a "can of worms" by voting C. We may end up getting into a fight. Is that what we want right now? In the middle of a storm and battle? Let's get some place were someone might actually KNOW what's going on.

"Wait! Where's... Ellie!", you left the little critter following you on the 8th floor, but now...
"Your pet?"
"We left he-" You sigh, there were more important things going on right now, all you could do is hope for the best.
"I could go up and look for her", he kindly offers. But you shake your head.
"Let's go to the police station."
"But it's dan-"
"I know", you quickly remark. "But we're police officers..."
"Chief...Alright...I'll follow your lead.
Nodding firmly you begin leading the way, jumping down from the rubble carefully to dodge the pooling blood underneath.
"The military is here to evacuate the city! Please go to the airport!"
A man atop an armored vehicle was making announcements, surprisingly on his wings were several familiar armored suits. It looked like the military was here expecting a fight. There must have been about 7 you could see.
Making your way out of the storm you carefully lead Deneb through alleyways, finding shelter wherever you could. It was dangerous for people to be out in such a dangerous storm, though you could say the same about the entire situation. Having a close call in some flooded zones you successfully make it to the police station with Deneb.
Unlocking the maintenance entrance, you pile in with Deneb. Immediately you catch sight of Tara running across the end of the hall with stacks of papers. "Tara!" You call.
"Lieutenant! Oh thank goodness you're here! I thought something happened when you didn't pick up!"
"Huh?" You must have missed her calls, but no matter. "Forget about it, where's the chief?"
"He just called a meeting to the conference room, please head over there immediately. Sorry Lieutenant." She quickly scurries away.
In the conference room it looked like the Chief and parts of the unit were ready to begin their meeting. "Lieutenant, Deneb, glad you made it", He says firmly, nodding at the two of you. Hhe was looking particularly serious, intense, a look he normally lacked - probably due to his easy going nature. It was strange...
"Reporting in sir!" You sharply salute, trying to click your heels, though your wet shoes only squeek.
"Sir", Deneb casually addresses, also saluting.
"Alright, listen up everyone!" Everyone... about a third of the division, only 12 people including yourself and Deneb. The Chief carefully explained the situation, a Federation Lyces-class battleship entered the atmosphere and began unloading troops. A number of Union ships docked at the airport were ready to respond, and settled in. The Federation was slowly taking over parts of the city while the Union was bunkered down at the airport, with cargo ships ready to evacuate people.
There were some peculiarities though... Like why a Lyces-class would come to a backwater planet like this in the first place...Or why they didn't simply bombard the city if they wanted a fight. Normally one would think they simply didn't think the Union wasn't here....but with Union ships out in the open at the airport? It didn't make sense. It wasn't a particular concern now though...
"We're going to help the military evacuate people, understand?!?!" The chief roars.
"Yes sir!" Everyone replies in unison.
"Good, dismissed!"
With that everyone salutes and piles out, you and Deneb bringing up the rear.
"Wait, Lieutenant, Deneb, I have separate tasks for you."
"Yes sir?"
"There are a few special assignments I need taken care of between you and the SWAT team."
"Uh, yes sir." The SWAT team was only called in for particularly dangerous missions...
"First assignment, the military has asked for an adviser for their operations and planning, someone who knows the city well. Keep in mind you'll be working with their advanced forces. Next, they're also looking for someone to guide a special sabotage team. You'd be working with them to work ahead of the enemy's advance throughout the city. I want you to know, this one might require you to destroy a good part of the city."
"Yes sir, please continue."
"They're also looking for an infiltrator to go and spy on enemy forces, encampments, and movement. I think they'll most likely set you up with a partner for this one."
"Is that all sir? Are they looking for soldiers too?" You ask, curious.
"Yes they are. I won't force you to take up any of these assignments though lieutenant. Choose at your own discretion. And Deneb, I have a different task for you."
A. Help evacuate with everyone else B. Saboteur C. Spy D. Adviser E. Volunteer to fight F. Free choice
1. Alone (let Deneb go do whatever the Chief needs) 2. Ask for Deneb to accompany
