That's like Dragonball powerful. She's probably more powerful than 21. I would even venture out and say "definitely" more powerful than 21. Wow.
Just think though, clown... Our grandfather could trump Valerie any day of the week, in the morning or at night. He's the one that taught Valerie all these tricks. Wowzers.

"I'll protect the ship," you say.
"Alright. I'll go down and see if I can do something." Luke jumps over the railing and runs down the front of the ship before running across the ocean waters and towards the attackers. You waste no time performing a summoning.
"White!" Three white Wisps appear around you as you form the few seals needed to create clones. You make about five or so, and have them jump into the air off of the railing along with you. They all string together seals and fire off their own Water Dragon Bullet, each intercepting its target in mid-air. You all fall down to ocean level and rush towards the mist before being stopped by a man in a black cloak with red clouds on it. His skin is blue and his face resembles that of a shark, with gills underneath his eyes and sharp teeth. There’s a large sword resting on his back, which he starts to reach for.
“So, you’re the kid that everyone was talking about. I’ll admit that you don’t look very special at all.”
“Well, I don’t mind,” you shoot back while forming seals quickly.
“Are you really going to try and fight a shark in his own domain?”
“You’re giving me an option?”
“…Point well made. Here I come, then.” He starts to form a few seals as you rush his position, lightning chakra surging from your right hand. Seeing you in motion, he stops what he’s doing to pull out his sword, trying to block your attack. You hit him straight on with a Lightning Blade, but…
“My technique…disappeared?”
You jump back as the shark man counters with a hard swing, just barely missing. That didn’t make sense…you couldn’t get through just now. Looked like it was time for an experiment…
“Chidori: Sharp Spear!” You switch gears and extend Chidori towards your opponent, and he again puts his bandage-wrapped sword up to block. As soon as the lightning spear touches…it disappears completely along with the rest of your jutsu, and is absorbed into the sword itself.
“So…it can absorb jutsu, most likely all kinds of chakra. I’d have to completely overload it if I wanted to attack him directly with one. Shoot…this isn’t really a fun opponent if I want to keep distance. Ah, well…” You push your Lightning Armor to its maximum. “Life ain’t easy.”
You rush across the water with a shunshin and end up right behind him, your back turned to his as you fire off an attack without turning.
“Water Style: Aqua Cannon!” A blast of water shoots from your palm and hits him before he can fully put up his guard. He recovers quickly and counters with a slash from his huge sword, and then comes back quickly with another in the opposite direction. You manage to dodge both attacks before trying to parry the ‘blade’ with your hand. You have to pull it back as the rough scales shave your skin off, leaving the area bruised and bloody.
Probably would do wonders for your five o clock shadow, you think to yourself. The sword wasn’t meant for cutting in any sense. So, a flesh-shredding, chakra-eating sword.
“I might as well introduce myself. The name’s Kisame Hoshigaki. As you can probably guess, I’m with the Akatsuki group.”
“…I see. What would bring you all the way out here?”
“My boss thought it would be wise to keep an eye on you. He doesn’t like the thought of some kid going around and messing with his plans, especially when that kid is one of Jacob West’s boys.”
“Hm. News travels fast. Name’s Joshua West…guess you aren’t letting me go any time soon, huh?”
“Not until I get a good test of how strong you are.”
“Oh. In that case…” You focus your thoughts and absorb a white Wisp into your system before taking off like a rocket towards Kisame. His guard comes too late as you punch him hard in the chest, sending him sliding backwards against the water. You attempt to follow up as he forms seals quickly and sends a shark made of water at you.
“Water Style: Water Shark Bullet!”
You dodge quickly and use another five-second boost to close the gap between you. He disappears underwater just as you reach him, and he sends several water sharks to close in on you. You’re forced to shuffle about and use your extra speed to dodge the seemingly endless number of sharks trying to clip you. You finally get out of range, only to spot a circle of water dragons bursting out of the water and converging on you.
You attempt to jump straight up, only to see Kisame coming down from above with an overhead slash. You block and have the blade shred your sleeves as well as the skin on your arms before Kisame completely overpowers you, and sends you falling back towards the water’s surface. The dragons follow in hot pursuit, ready to crush you as soon as you slowed down.
“This is no fun…” you mutter as you form seals and compress lightning chakra as tightly as possible around your arms. “Lightning Style: Thunder God’s Fang.” You put your index fingers forward and wait until the last moment to line up the water dragons before attacking.
“Godspeed Discharge.”
Booming bolts of lightning shoot from your fingers and blow apart the dragons, a dazzling explosion of electricity lighting up the area. You land on your feet and look up to see Kisame coming down on you again. You shuffle just out of the way of his swing before countering with a Bolt Punch just before he hits the water. He bounces off of the waves before righting himself some distance from you.
“Well, never mind what I said, then. You’re actually quite something, I see.”
You look behind him and notice the mist disappearing. A few footsteps are heard before Kisame barely misses getting decapitated, just getting away with a deep cut on his cheek as Luke comes in from the side with a slash.
“Damn…missed that one.” He skips away and ends up near you again.
“You okay, Uncle?” He doesn’t seem to have a scratch on him at all.
“Yeah, more or less. The Monster of the Hidden Mist, too? Sheesh…”
“You seem to be having a fair bit of trouble, Zabuza,” Kisame comments to the other man in the torn-up cloak. He has a large sword in hand with a hole in the top of the blade and another strange curve near the hilt. The lower part of his face is wrapped in bandages, along with his arms.
“Fighting the Diamond Cutter is no simple task, if you really must know,” the man shoots back at Kisame. You figure him to be that Zabuza fellow Luke was mentioning earlier.
“I didn’t say anything to the contrary, friend. Did something happen to Haku?”
“Nothing of note. He should be here right about now.”
“Stay alert,” Luke says as he rushes Kisame and Zabuza, handling both with extreme skill and finesse. A snowflake or two crosses your vision as you head in to help him out. Somehow, they were making you paranoid.

It's getting kind of late to postulate a vote. But... taijutsu can be Kisame's weakness if we use it correctly.... OR we could summon our Wisps. Another idea: we could try to use chakra techniques to see if Samehada likes our chakra, and joins with us. Though, that could be a long shot.
Another thing. As far as Haku is concerned, I think we should lean towards using a Wisp. Because mist is water, Haku could freeze the mist and use the combined ice to his advantage, in addition to us fighting on water.
I'll give a concrete answer later this morning, after I sleep. Thanks for updating, Forte.

We'd use wisps because they don't use chakra to power attacks. They could help us battle Kisame and Haku.

I believe they just boost power and speed. But in the Wisps update, it is stated that they boost "natural ability," whatever that means.

CHANGING VOTE
B - C (Lightning Armor to full) - Move in a random path towards Kisame
EDIT: I figure that staying in one place is more dangerous than movement. In addition, I don't want to risk being open to a water-elemental attack (ice included). We'll worry about Haku when it's applicable. The thing about Joshua is that he is very good at the versatility of battle. He has so many supplemental jutsus and summons that he could use to his advantage.
Clown, feel free to take an active role in the fighting choices. I'll go with your idea as long as it's sound. I believe I finally understand what Forte is trying to go for in terms of choices. So I'll try to submit to his method, as opposed to the sporadic and numerous answers I give in my votes.

From what I'm gathering from the way you set up your answer choices.... You want an A or B choice, then you divide it up with either a C, D, or E choice. So that means we get two choices, unless we choose a chain attack, where we could give you the jutsus we want to do in order. That's the way I see it. Hopefully that was clear.

Yeah, my whole deal is that you have an initial action to go off of, then you can choose jutsu to follow up on that action...something like that. After the initial action, the tone's pretty much set until the next round of voting starts. I dunno, if there's a need to simplify this, just tell me.
And when I say 'neutral' I usually mean null element/non-elemental. So stuff like Cyan Laser when you use the Cyan Wisp has no element attached to it, meaning it doesn't have a elemental weakness.

So you just want us to pick the first jutsu of the chain? I can roll with that. I guess we'd specify any of the more situational/ chakra intensive moves we want to use.

Well, it's to your advantage sometimes to pick multiple jutsu and chain them, but yeah, you can just pick one and roll from there. If it's a good move, it'll make things better for you guys.
But yeah, I'm not forcing you guys to chain moves unless you want to.

You push your Lightning Armor to full power again and rush towards Kisame, ignoring the snow starting to fall around you. You make a flurry of violent crossover steps as you move forward towards Kisame, and note someone whipping by you each time. There are mirrors of ice being formed in your vicinity, and the user is trying to gauge your speed so they can strike at you properly.
You keep switching up the speed of your movement, and you eventually reach Kisame again as he blocks a strike from Luke. You take advantage of the opening and hit him with a Thunder Straight, sending him beneath the water with a splash. The guy from earlier comes at you from above, and you swiftly dodge his stab with his senbon before grabbing his outstretched arm and slamming him into the water below. Zabuza throws out a few seals and creates a giant swirling mass of water that rushes towards yourself and Luke.
“I’ve got it…easy enough.” He takes a stance and then slashes with lightning speed, seemingly cutting the water itself in two and blowing it away with sheer force. He then shunshins towards Zabuza and slashes with the same speed, only to be stopped by Zabuza’s giant sword…or so it seemed. As the latter hops back, you notice a deep cut into the blade, made by Luke’s katana. He didn’t even use any chakra, either…damn.
“As expected of the man called the Diamond Cutter,” Zabuza comments.
“Ah…that’s not anything special. But I’ve been doing my homework on guys like you, and so I know about your blades. I’m afraid you’re not going to get that damage fixed unless you go and fight someone else, Zabuza.”
“Hmph. That’s what you think.”
“You’re not getting what you need here, man. I suggest you go off and play in another spot before things get real nasty.”
“Water Style: Water Shark Bullet!” Kisame’s jutsu comes at you head-on, but you duck under the shot and start to think of counter-measures. Haku rushes you with an attack, and you block it far too easily, you notice. Your eyes follow his free hand as it makes seals, and your ears pick up the sound of water needles screaming towards you. Haku jumps backwards out of the way, and you jump upwards as high as you can over the rest of the attack while you form seals. You then point both of your hands forward while you’re in the air and fire off a move.
“Lightning Style: False Darkness!”
Two spears of electricity shoot out from your hands, and just through a shield of ice that Haku had made in desperation. He slides back on the water, his clothing smoking from the attack and his mask shattered.
You feel you have to raise an eyebrow at his appearance…you probably would have thought he was a girl if Zabuza hadn’t been specific about his gender earlier. He stares at you almost kindly with his dark brown eyes, and gives you a smile.
“You’re quite interesting…I didn’t think self-taught shinobi could be this strong,” he says with a soft, feminine voice. You feel thrown for a loop for a moment before you answer.
“Uh…thanks. You must be Haku, right?”
“That’s correct. And you are Joshua West, aren’t you?”
“Yeah, that’s me. So what’s your boss want with me now? I already told him I would think about his offer.”
“?” Haku looks at you with confusion. “You couldn’t have met him…that’s impossible.”
“Why not?”
“Because he’s never met you before…that was the purpose of our mission, to gather intelligence on you.”
“So your boss isn’t Madara Uchiha?”
“…?”
Before he can query you any further, a certain blonde-haired girl appears in front of you, sipping from a martini glass.
“I must say, the bartenders on this ship are superb at their jobs…I haven’t had a good martini in a while.”
“Hannah!”
“We noticed that the ship had stopped moving for a while, so we both figured it was time to check things out for ourselves. It turns out that we were right to do so…”
“Wait, we? Where’s…?”
Hannah points upwards, and you notice an unnatural light flashing in the sky above. A faint roar reaches your ears, and then you hear something shooting down towards the area. Everyone present takes evasive action as a ball of flame falls from the sky and explodes on the water’s surface, sending everyone flying backwards from the massive shockwave.
Not a moment later, a familiar face touches down beside you. “Darn. Missed ‘em.”
“’Tis a shame,” you say sarcastically.
“Oh, come on. I knew you’d get out of there in time!”
“You’re more confident in me than I am, then.”
“Man alive! I almost got roasted over there…figures that it’d be you, Cadence,” Luke comments.
“Heya, Luke! Haven’t seen you in a while!”
“Lucky that you missed, or you would’ve been waiting till Judgement Day.”
You look over at the three Akatsuki members and notice Zabuza forming more seals. The area around him is enveloped in a thick mist almost immediately, but it doesn’t get any closer to you guys.
“…Escape tactic?” you muse out loud.
“I think we should go after ‘em,” Cadence says. “But I’m always ready for a second opinion.”
“Dunno if they’re worth it right now,” Luke replies.
“Thoughts, Joshua?” Hannah asks, sipping her martini.
--- Action
a) Pursue the Akatsuki members.
b) Return to the ship. The threat’s ended for now.
